ComEd and PECO Security Facts

Exelon Nuclear Security Facts:

  • Exelon Nuclear’s security measures meet or exceed all Nuclear Regulatory Commission (NRC) and other federal requirements and have been enhanced significantly since September 11, 2001.
  • Exelon Nuclear spent more than $10 million on capital modifications in 2002 (additional weapons, equipment, barriers, training, personnel, and surveillance equipment) and anticipates more than $1 million per site in ongoing annual spending on security.  Exelon Nuclear operates 17 generation units at 10 sites in Pennsylvania, Illinois, and New Jersey.
  • Exelon Nuclear extended security perimeters around its plants and established additional security checkpoints along entry roads, as a result of September 11.  Exelon Nuclear also increased levels of staffing and patrols of its plants.
  • Exelon Nuclear instituted multiple layers of employee background verification and implemented tighter restrictions on access to the plants.

Exelon Generation Security Facts:

  • Exelon Generation’s facilities—its fossil fuel and hydroelectric plants—are fenced and have 24/7 security guard service.  Exelon owns and operates 14 non-nuclear power plants in Pennsylvania, Illinois, Maryland, Massachusetts, and Texas.
  • Exelon Generation continues to monitor and modify its security arrangements as needed; for example, a larger exclusionary zone was recently instituted at the Conowingo Hydroelectric Station in northeast Maryland to enhance the security perimeter of the dam.

Exelon Information Technology (IT) Security Facts:

  • Exelon IT added additional levels of cyber security throughout the company, including improved firewalls and monitoring for its computer systems.
  • Exelon IT hired third party security firms to conduct both internal and external security audits that included intrusion detection.

ComEd and PECO Security Facts:

ComEd and PECO generally operate in a heightened state of alert due to consumers dependence on reliable service and the potential for unanticipated conditions on the grid at any time (for example, stormy weather).  Since September 11, 2001, ComEd and PECO have invested considerable time and financial resources to ensure that proper steps are being taken to protect the business, daily operations, employees, and service to customers.  The company expects to spend about $10 to $12 million on security enhancements in the near future.

  • A joint ComEd and PECO security task force planned, developed, and implemented numerous new security initiatives that focus on infrastructure protection and emergency preparedness, event response, employee communication and safety, industry and government interface, and improved overall communications strategy.
  • ComEd and PECO tightened security at office locations and operating facilities that are critical to natural gas and electric delivery and created contingency plans for critical facilities.
  • ComEd and PECO developed disaster recovery plans to immediately transfer Emergency Telephone Services (ETS) technology and personnel to alternative locations in order to continuously handle customer needs.  The companies also designed Business Continuity Plans to support rapid business resumption after an initial crisis has passed.
  • ComEd and PECO developed office evacuation plans, particularly for the high-rise office towers in Chicago and Philadelphia, with training and actual full-scale evacuation exercises for employees.  ComEd and PECO also provided security training for employees in high-risk positions like mail handlers.
  • ComEd and PECO tested all of their emergency communications systems and reviewed the steps to be taken in the event of any problem.  ComEd and PECO train and drill crisis management and emergency response teams several times annually.
  • In Pennsylvania, where the Public Utility Commission established physical and cyber security self-certification requirements, PECO’s security measures meet or exceed all provisions.
