The General Assembly Rate Relief Credits
Effective May 30, 2008, applications for the General Assembly Rate Relief Lump Sum Credit ended.
New Process for ComEd to Replace Expiring Supply Contracts
Last summer, the Illinois rate settlement legislation replaced the reverse auction with a new electricity procurement process. This method requires ComEd to purchase electricity for our customers through a sealed-bid “request for proposal” (RFP) process, which the Illinois Commerce Commission (ICC) oversees. A new agency, the Illinois Power Agency (IPA) will be responsible for awarding contracts for power delivery starting in June 2009. As a result of this bill, the electric power and energy supply from the current competitive procurement process, know as the reverse auction, will be transitioned to a new procurement process to be managed by the IPA. This is a regulatory requirement for ComEd.
About 80 percent of ComEd’s power supply has already been locked in through previous contracts; however, we must replace about 20 percent of our power needs under this new process.
The cost of electricity itself represents about two-thirds of the average residential customer bill. Those electricity supply costs are passed through to customers without mark-up. The remaining one-third of the bill is related to ComEd’s costs to deliver the electricity to our customer’s home or business.
