What is LIHEAP ?
LIHEAP is a government assistance program through which the State pays a portion of the utility bill for low-income households that show a need during the winter season. The LIHEAP winter assistance program begins November 1 and runs until funds are exhausted. There is an application priority period for households with seniors, or where energy services maybe disconnected, that begins September 1st of each year.
Energy Assistance provides a one-time payment to the energy provider on behalf of eligible households. Payments vary by income, region, fuel type, and household size. Benefit payments will be made by Local Administering Agencies (LAA’s) for a minimum amount needed to restore energy services. Assistance for reconnection of energy services will only be provided to households that have made a good faith effort to maintain services, or can pay a portion of the amount needed to reconnect. How do I apply for LIHEAP?

In Chicago and suburban Cook County, the general number to call is 312-456-4100.
Funds are available for eligible households from Sept. 1 to May 1. Households with incomes up to 150 percent of the federal poverty level are eligible for LIHEAP support. For instance, a family of four with a monthly gross income of $2,420 or less, qualifies for LIHEAP assistance.
How does the application process work?
- You must apply by contacting a LIHEAP agency (listings below).
- The entire LIHEAP approval process is electronic. If you are applying for LIHEAP, you are not required to provide anything directly to ComEd.
- If the agency approves the application, ComEd will receive an electronic notification by the next day from the agency.
- LIHEAP assistance is awarded to ComEd's customer of record. We will not change the customer of record to accommodate a request for LIHEAP assistance.
